Russia Pulses Export

The Russian government has announced a 5% export duty on key legume crops, including peas, chickpeas, and lentils, effective January 1, 2025. This duty will apply to exports outside the Eurasian Economic Union (EAEU) and will be implemented on a permanent basis. According to a government press release, the measure is designed to maintain a balanced ratio between the export and domestic consumption of legume crops.

In recent years, Russia has significantly increased its exports of legumes, particularly peas. During the 2023-2024 agricultural year (July-June), pea exports reached a record high of nearly 3.3 million tonnes. Chickpea exports also surged, totaling 550,000 tonnes in 2023—an increase of nearly 90% compared to the previous year. Lentil exports rose to 220,000 tonnes, marking a 37.5% increase.

The total acreage of pulse crops in Russia has expanded as well, growing from 2.9 million hectares to 3.9 million hectares.
